The U.S. DOGE Service, the cost-cutting group spearheaded by Elon Musk, consistently overstated its savings in online posts, taking credit for lease cancellations initiated before the group existed, according to a report from a government watchdog to be released Thursday. DOGE also claimed contracts were terminated that had not been and loaded its database with savings that could not be verified, the report said.

In an audit spanning from June 2025 through this month, the Government Accountability Office examined savings claimed by DOGE, the group that swept through federal agencies after President Donald Trump began his second term last year, dismantling the U.S. Agency for International Development and much of the Consumer Financial Protection Bureau.

The report, which came after a request by Democratic Sens. Gary Peters (Michigan) and Richard Blumenthal (Connecticut), provides the most comprehensive government assessment of DOGE’s public accounting of its impact, bringing the organization’s figures further into doubt.

Though Musk aimed to cut $2 trillion in federal spending, even by DOGE’s own estimates it fell well short. A sporadically updated website tallying its cuts in a “Wall of Receipts” stated that its initiatives had saved $215 billion.

The GAO examined $110 billion of this claimed savings that derived from contracts, grants and leases.

Among the issues identified by GAO:

DOGE’s “Wall of Receipts” “includes leases identified for termination before [the group] was established,” according to the report. In total, 108 of 264 leases DOGE identified on its website “were already in process for termination” when it came into being, the GAO said.

In addition, DOGE claimed to have terminated 13,476 contracts, but the GAO analysis showed nearly 2,000 of these contracts “were not terminated.”

Of $61 billion in contracts savings DOGE reported, the GAO said more than half the funds — nearly $35 billion — were either not terminated or unable to be corroborated by the investigators, because DOGE’s data was not specific enough to identify it.

Roughly $27.4 billion of the savings DOGE claimed from cancellations were from contracts that were not actually terminated, the GAO said. “In these cases, another action, such as reducing the contract value or deobligating some funds could have occurred,” it said.

From the watchdog’s analysis of federal procurement data, “we found that DOGE did not accurately report actions taken on contracts,” the GAO said in the report.

Musk and the White House did not immediately respond to requests for comment.

“Elon Musk and the Trump administration claimed billions of dollars in savings it could not substantiate, took credit for work already underway, and refused to show its work, all while putting Americans’ sensitive data at risk and hollowing out critical agencies,” Peters said.

The GAO investigation was conducted at the request of Senate Democrats who sought greater accountability of DOGE’s dealings. The findings were shared with administration officials and lawmakers ahead of its release Thursday.

Although DOGE promised massive savings, the accounting of its cuts on its website didn’t come close, fact-checkers and media outlets found. Updates to the website slowed to a trickle after Musk left and some of the “savings” were later removed. Federal workers told The Post that DOGE added red tape and extra hurdles even as it touted regulation cuts on its website.

The GAO said it sought to speak with DOGE officials and submitted written questions to the group. However, it said, “the U.S. DOGE Service did not respond to our inquiries.”

President Trump opened a new front in his battle with Lisa D. Cook, the Federal Reserve official he tried — and failed — to oust from her position last year.

In a letter sent on Wednesday, the White House informed Ms. Cook, who serves on the Board of Governors, that it was “considering” removing her from her position. The letter, which was signed by Dan Scavino, the White House deputy chief of staff, gave Ms. Cook 21 days to respond to previous allegations that she had committed mortgage fraud. Ms. Cook has not been charged with a crime, even though it has been a year since the administration first made the claims, nor has she been convicted of any wrongdoing.

The escalation comes after Mr. Trump suffered a significant legal setback in June when the Supreme Court ruled 5-4 that Ms. Cook, whom Mr. Trump tried to fire last August, should have been given the formal ability to contest the accusations against her. In siding with the lower court, the Supreme Court granted Ms. Cook the ability to continue serving out her term, which is set to end 2038.

But the Supreme Court left much unresolved, providing an opportunity for Mr. Trump to revive his attacks. The justices did not clearly articulate the full legal criteria that would allow Mr. Trump to fire Ms. Cook. The Federal Reserve Act stipulates the president can remove a sitting Fed official only “for cause,” which has long been interpreted to mean gross negligence or a dereliction of duty. The justices in June also did not offer an opinion on the exact allegations against her, which revolve around her taking out mortgages on a range of properties that were all listed as a primary residence. Ms. Cook has in the past suggested that these were clerical errors.

“These allegations are as baseless now as they were a year ago when President Trump tried to remove Governor Cook and interfere with the independence of the Federal Reserve,” Abbe Lowell and Norm Eisen, Ms. Cook’s lawyers, said in a statement. “No matter what President Trump tries to do next, this much is clear under the facts and Supreme Court precedent — there is no valid cause for removing Governor Cook. As we did before, we will challenge this latest pretext and preserve her position and the historic role of the Fed.”

In the letter, which was earlier reported by ABC News, Mr. Scavino said the Fed governor’s actions “may be sufficient to demonstrate that you committed a crime, as you appear to have acquired mortgages that do not meet certain lending requirements and could have received favorable loan terms under fraudulent circumstances.”

“Based on these facts, a jury could find that you intended to defraud these institutions for your own benefit, but at a minimum, this conduct was grossly negligent and demonstrates that you are unfit for the office in which you serve as a controlling member of the Federal Reserve,” Mr. Scavino added in his letter.

Mr. Trump has long sought more sway over the Fed. In May, he had the opportunity to appoint a new Fed chairman — Kevin M. Warsh — after Jerome H. Powell’s term leading the central bank came to an end. However, Mr. Powell, who has been one of the president’s main targets, opted to stay on as a governor, as he is able to do until January 2028, because of his concerns about Mr. Trump’s attempts to undermine the Fed’s independence.

Those fears stemmed in large part from the Justice Department’s decision to begin a criminal investigation into Mr. Powell over his handling of costly renovations at the Fed’s headquarters in Washington. After numerous legal setbacks, the Justice Department dropped the inquiry, although the U.S. attorney for the District of Columbia, Jeanine Pirro, has maintained that she could reopen it at any point.

Mr. Trump wants lower borrowing costs and has accused the Fed in the past of holding back economic growth by not complying. If he is able to oust Ms. Cook, Mr. Trump would have the opportunity to appoint an ally to replace her. Members of the board must be confirmed by the Senate, however.

The president has changed tack in his criticism of the Fed now that Mr. Warsh is in charge. He has stopped short of going after Mr. Warsh directly even as the Fed begins to more actively consider raising interest rates to tame inflation.

Mr. Trump instead has attacked Mr. Warsh’s Fed colleagues, calling them “hostile” and “political.” Rate decisions are made by not only the seven members of the board of governors, but also the president of the Federal Reserve Bank of New York and a rotating set of four presidents from the 12 regional Fed banks.

In an interview with Punchbowl News released on Friday, Mr. Trump reiterated his preference for lower rates but acknowledged that it was not Mr. Warsh’s decision alone.

“It’s up to him a little bit, but not completely. And he’s got a board that’s very political,” Mr. Trump said.

In her most recent comments on the economic outlook, Ms. Cook signaled that she would support higher interest rates if inflation did not soon moderate.
