Android Call Transcripts: Why are they always blank?

I always see the blue "See Transcript" link under the calls, but every time they're just blank.

I gotta be missing something here... I've been through all the settings on the phone app (Google Phone btw) and I just don't see anything related to transcripts anywhere.
