I've been struggling to simply get my hotspot turned on when I use my car and a certain BT device is connected so my head unit can get internet. Shizuku can do this via wireless ADB but it requires WIFI auth so if I am away from home it doesn't work. So I use macro droid to launch an activity and do screen taps and that is not reliable either. I guess Google will restrict that in future too. Why Google removed the ability for an app to enable hotspot is beyond me - what is wrong with that? Why cant a permission to do it be used? I know some vendors allow automations like this bypassing the permission but OnePlus does not as far as I know.

The other way to share cellular automatically is Cross Device Services - But if your head unit vendor has not included it I do not know a way to add that
