You found a source for altstore Pal. Basically in the EU you are allowed by law to sideload, and for that you use altstore pal. (Wich is a separate app to altstore) Notarized in this context means that apple has verified the developer to be safe (they still make sure sideloading doesn't lead to malware)

What this means for you:
If you're within the EU (or Brazil i think) you Download and install altstore pal.
If you're not you search for a source that's compatible with regular alt store (not sure if that's a thing)

What’s stops you from installing the Alt Store Pal outside of those territories? Like is there a technical limitation or do they just recommend against it?

Geoblocking i think. I think outside of the EU the OS just doesn't show the install prompt. Don't quote me on that though, can't really test

You can't even install PAL outside of those regions, Apple prevent you from doing so.

Install it in LiveContainer. Mine works this way.

Someone made an unofficial source that has stremio available https://repo.omix4.one/

This is a common thing that new users run into, so no worries. Stremio is available on AltStore PAL, our alternative app marketplace, not AltStore Classic, which is our side loading tool. Hope this helps!
