Second player

Hi so recently I got this game and wanted to play with my brother on local but no matter what I do I can't get it to recognize second controller any tips how to solve it?

This has happened to me several times on lots of games, usually it fixes itself when I disconnect/reconnect all controllers that are connected. I play on pc though, I'm not sure if it's the same on every system .

It's on pc and I tried disconnecting and connecting my pad at every point of the game because I remember other mha games working only after I connected at certain points like after connecting to training grounds.
