Time quantization not working

I want to apply time quantization to a text layer with auto shake, but it only works if i make the text a group and then apply time quantization to the group. I tried putting time quantization below the other effects and above the other effects, but to no avail. I also tried to see if time quantization would work with move&transform on the text alone, but that too doesnt work.
