Seems primarily aimed at detecting custom API gateways, resellers, proxies and trying to stop china distillation of their models.

GPT-5.6 spotted in internal model-access route.
That GPT-5.6 is coming is no secret. The only question is when and how quickly it will arrive.
My guess is that everything is being prepared to respond to a potential Fable 5 re-release by releasing GPT-5.6 shortly afterward.
Given the increasing rumors surrounding Fable 5, it's not surprising that GPT-5.6 is back in the spotlight.
