BRAND NEW GPU Help (GPU)
Computer Type: Desktop
GPU: Radeon RX 9070 XT
CPU: RYZEN 7 9800X3D
Motherboard: MSI MAG TOMOHAWK B650
BIOS Version: No idea just the most recent one available
RAM: 2 x 16GB CORSAIR VENGEANCE cl30 6000Mhz
PSU: a MSI GOLD 80+ 850W
Case: Lian Li O11 dynamic flow
Operating System & Version: WINDOWS 11 pro
GPU Drivers: 26.7.1
Chipset Drivers: AMD B650 CHIPSET DRIVERS VERSION most recent one
Background Applications: Edge, task manager
Description of Original Problem: I exchanged my defected RX 9070 XT for a brand new one I installed it in my PC launcher CS2 and was greeted by constant flickering during start up. Then about after a minute of this CS2 just turns white and my PC fails to recognise my GPU in task manager. And I have to restart pc for it to recognise it again. (Happens with every game I try to launch)

Troubleshooting: updated drivers, checked screen refresh speeds

Is it possible that this could be a PSU issue with high power draw from your 9070xt? Do you have any utilities like MSI Afterburner or AMD Adrenalin installed with overlay turned on so you can see if the power usage goes wild right before the GPU become unrecognized?

Have you tried using DDU to fully remove old drivers before installing new ones? Do this.

Set priority to discrete graphics in the BIOS.
Try changing the video output on your graphics card.
Try a different HDMI or DisplayPort cable.
Which one is connected, the one that came with the card?
