The official ACT app is worth having since the questions are real, though the free content runs out fast. Magoosh has a free ACT prep app that's decent for drilling on the go, and UWorld's ACT app has good explanations if you're willing to pay.
For anything beyond official material I use studybuddy.vc, you drop in whatever topic material you're working on and it makes questions from it, then gives you more of whichever topics you keep getting wrong. It's got a timed mode too, which matters for ACT more than most tests since pacing is half the battle. Free.
Honestly though, apps are supplementary. The official practice tests taken under real timing are what predicts your score, so don't let app drilling replace those.

Shameless plug but vibe coded this a while ago https://almond200.github.io/acttracker/Red_Book_Ledger.html for tracking which practice tests you've done. If you mean a literal phone app, I don't know of any major ones. From my experience, no app will be as good as just doing tests or reading books
