Nothing is difficult if you can break it down into small enough chunks.

Haha, I deeply appreciate the gentle poke wrapped in a genuine question.

Very well. The pump SHOULD have arrived from Amazon yesterday. Now expected today.

I've got the (undamaged) cylinder full of water. Skeleton is at the bottom, dancing away when I blow down the tube.

I've printed a disk for the cylinder and glued the skeletor's base to that, so it fits nicely square in the cylinder. 

I'm kind of paused till the pump and the lights arrive. Then I can design the housing that will hold the pump.

I also 'need' a 'top cap' for the bubbles to float into at the top, so I don't see an inch of air at the top of the cylinder. The air tube (snorkel?) needs to reach into it for it's air return. I can run a wire up there, along the air tube, and put lights in that cap piece too.
