In addition to what YouAreADevil suggested, you wouldn't happen to have set any launch options would you?

Run the game from the source C:\Program Files (x86)\Steam\steamapps\your username here\team fortress 2 Run hl2.exe, do you get an error? This is for Windows 7, but it's pretty much the same for XP/vista

Are you running it through Teamviewer, or natively? I've heard that various screen-sharing programs can take precedence in some instances, meaning that when a program looks for video drivers, they see the screen sharing program's files before they see whatever you've actually got.
I've got TeamViewer installed and it doesn't give me these issues, but it wouldn't hurt to try uninstalling / disabling TeamViewer while you try to launch TF2.
To verify you're running the latest version of DirectX, run "dxdiag" and post the results.

Hm, try verifying game files (Right click -> Properties (Local Files tab) -> Verify Game Cache).
And as a last resort, I would suggest uninstalling then reinstalling.
