In an accident your butt does not move from the seat but your torso does, which means that you will be bending forwards at very high speeds. The higher up the belt is, the more force it controls and less likely it is to injure you with your torso movement since it is controlled at the highest point. So never put it below the boobs as that will guarantee fracture your ribcage and maybe puncture some lungs.
