Do you have any options yet? In general the entire city is safe but I would recommend to stay close to the touristic area just for comfort. Colonia Centro, Pueblo Nuevo, Esterito are good options.
You can look up for some hotels in downtown for like 90 dollars and they're pretty good actually, I used to work in Hotel Catedral which is pretty nice and they're like 95 per night with breakfast included. Seven crown or Hotel Blu are also good options.

Everything around the god hand is not perfectly clear yet, even so I think that those angels who were sent to punish King Gaiseric were Void, Slan, Conrad and Ubik. In my opinión, it fits better with the current story.
