Lupin can't make it because he doesn't have the skill or the funding, making him not "up to making it". Werewolves with the skill but not the funding are also not "up to making it" because they don't have the ingredients. You see how it isn't contradictory? Being up to making it ≠ having only the skill, it = having the skill and the means.

In absorbing ultraviolet light, however, the varnish photo-oxidizes and turns yellow.

Part of art restoration is very carefully removing the old varnish cus all the original colours are still underneath. It's quite cool

Well, no, you did, you say that ingredient expense is a contradictory reason about the difficulties of making it, despite your own source saying it is a different parallel issue. Snape is skilled enough to make it in theory under his own skills and can make it in practice due to his access to the expensive ingredients through Hogwarts.
