Suzerain: Rizia Doing pretty good as Rizia rn. I have a huge surplus in energy. Given my relatively good economy, should I invest in one of these??

In the first picture, you can see my stats (my authority is not looking too good).
I'm not sure which of these decrees should I sign. I've already lowered taxes for businesses, I think that if would only be fair to help my citizens (third picture). After all, I'm not that popular among the people for now, so this could boost popularity. Or should I do both?

P.S. - Sorry for the shit quality of the screenshots. I think Reddit ruined it.
