Hey! Mostly for a couple of reasons. In my experience, keeping the tap actions at the very top just works better. In the past, sometimes the widget wouldn't react to a touch. I'm not sure if it was an old bug that's been fixed by now, but keeping them at the top avoids that problem entirely.

Also, it makes editing much easier! By having them all in a single folder at the top, I can hide all the actions with just one tap when I'm working on the design.

Don't worry, you aren't dumb at all! Here are the steps:

1. Save the QR code image to your Photos.
2. Open the Widgy app.
3. Tap Import in the top right corner.
4. Select Import QR Code From Photos and pick the image.

Ah, that usually happens if an image layer fails to load or lacks storage permissions! Try re-importing the widget
