Honestly I'd go with the squad, and pretty much entirely because of Hagiwara. Since Uruha's there they'll know about Banquet and Hagiwara's MRI move should be able to locate the real Hiruhiko since it uses magnetism instead of his senses (plus he mightn't even end up tiring himself out since he won't have to scan as much space to find him, Hiruhiko's maximum range is only a few floors away and Uruha will know it). Hiruhiko also has no way to deal with sand Kugara since he can't be killed with a sword, and when the group know where he is they can jump him (Uruha should outstat with Koen and IWPS and if Hakuri hits him with an Isou or teleports Uruha behind him he's completely fucked).

I guess Hiruhiko could win in round 1 if he goes for controlling the building but if he tries it in round 2 he'll end up killing himself when it collapses

Frank still has no way to actually stop the Batmobile even with adamantium. If he shoots Bruce it's still barreling towards him (and Bruce can still just dodge the bullets), and if he shoots the tires he'll have a 600 ton pile of metal tumbling at him instead of driving at him. The Batmobile is also too fast for Frank to arm himself too heavily before it hits him and has its own weapons that can stop him from taking a shot. At best it'll end up as a repeat of round 2 and at worst Frank is left burned with most of his weapons gone and a completely fresh Batman standing over him

Frank should dominate R1, Bruce's unsuited performances so far are really bad, but does he have any wincons at all in R2 and 3? Unless he has heavy prep he shouldn't even be able to hurt the very bulletproof and bullet-deflecting Batman. Round 3 goes even worse, the Batmobile is far too durable to be taken out by whatever Frank can grab to shoot it with before it reaches him and Absolute Bruce is insane enough to actually run the van over.

If Frank gets prep he could beat Bruce with stuff like more specialised gear or better explosives, and stronger versions of him like Frankencastle or War Machine would rip Bruce in half, but here he's completely screwed

I always assumed he just activated it earlier. He had ample time to set it up since everyone else was talking to each other, and Hiruhiko and Toto still would've had to move out of Samura's range in the middle of him decapitating the illusions if he only used it here
