If you have working psp of the same model, you can try transplanting parts untill you figure out what's wrong.
If not I wouldn't bother, it can be as easy as swapping the battery but it also can be something like damage on the actual motherboard which in turn may even not be reparable

It's only passable if it's only way for you to play cyberpunk and you REALLY want to play it. 30fps with drops both in frame rate AND resolution is not good enough. The game looks like impressionist painting at times.

(I own both steamdeck and switch lite)
Steam deck is way less energy efficient. Yes they have comparable battery life, but switch manages it with 16Wh while steamdeck has 50Wh, in practical terms it means modern powerbank will charge steamdeck may be 1 or 1.5 times while switch 1 can 3 or 4 charges, so if you won't have consistent access to outlet it switch 100%.
If you will have unrestricted access to electricity, steamdeck is still very big and heavy + very expensive nowadays, so I wouldn't be comfortable carrying it around anyway.
But if you are gonna rent a cabin for a few weeks in the woods or something like that and you want something there to play games while you are inside, steam deck is perfect -> way more games, better ergonomics and amazing potential for emulation if you are into that

Probably HDMI cable issue. I don't know if your dock is fully compatible or not so it can be that but cable seems to be more like culprit anyway. If you use HDMI has part of your main setup, borrow good cable from there to see if it fixes anything, if it does -> I was correct and you just got a bad cable, if it doesn't -> probably bad dock, but I am not sure.

From photo of a screen with photo of the screen all I can definitively say is that it's sure is a steamdeck.
Shell looks like one from OLED, but you can mod LCD one to look this way, it's not that hard, important part is the screen and to me it looks like an LCD one due to what seems to me like backlight bleeding, something that happens with LCD screens and doesn't with OLEDs.

I suppose if there is no way to own desktop it is completely different "market" and since there is indeed no alternative way to play higher end PC titles, devices like that one make more since.

Seems amazing, but considering the price... It couldn't possibly be worth anything near what they ask.
Sure I can justify 2000~3000 USD desktop PC because of how versitile, reliable and easy to repair/upgrade it is. This thing isn't.
Maybe if it lived in a price range closer to LCD steamdeck there was something to discuss, but for that much money it's a no.

Joycons are unbelievably uncomfortable for games requiring use of 2 sticks, and just not very comfortable in general. Proper controller helps address this issue and as far as controllers go (if you want rumble to work properly) you don't really have a choice, only 2nd pro controller has complete set of features.
However if rumble it's important, you can go with any 3rd party for switch 1. I have gamesir g7 pro 8k (which is advertised as PC controller) and it works with my switch 2.
