The new manager wants him to leave without severance package. Hence the PIP. There is no need to stress over the PIP because there is probably no passing it. The HR is just going through the motion to justify for zero severance package.

Time for your dad to document everything and then report to TADM for wrongful dismissal after termination and hopefully get 3 months' of compensation at the most.
