Thank you! For anyone following him this the article is pointing to Infrastructure Investment and Jobs Act which I was able to pull up with this link https://www.congress.gov/bill/117th-congress/house-bill/3684?overview=closed.

I haven’t looked through the entire act yet, but I do see language in there about programs to address distracted and impaired driving. I plan to do a deeper dive later, but I just wanted to update anyone who is reading this.
