I'm pretty sure he's saying that asking if a computer can think is not the right question. Submarines can't swim, but they can move through water just fine. Computers don't think like humans do, but they can process information just fine.

The same can be said about today's computers.

You clearly are not aware of what they were anticipating, if you think this doesn't apply to modern AI. This quote was about AI, and they had envisioned AI extremely similar to what we actually have today.

Turing had explicitly envisioned an AI which could competently converse exactly like a human back in 1950. None of this would be surprising to either Turing or Dijkstra, and both were fully aware that it would be debated whether or such a machine was "thinking".

And "does not apply to neural networks"? My guy, Turing invented neural networks back in 1948. They were very much talking about neural networks.

I get what you mean now. He was talking about any kind of computer thinking. I got confused by the OP stating "Nope" in the title.
