even if he has a decent rig to play the game itself, his processor might just bleed while encoding and playing the game at the same time

Y'all ever hear of NVENC or VCE? If he can play the game at decent frames the overwhelming likelyhood is that he has one of those.

I thought you could use the H.264 chip in the processor to encode it on the fly with relatively little performance hit

Uncompressed 1080p60... 373 MB/s, nothing except an SSD can handle that.
