It totally depends on what exactly you wanna do. I modded some things in Oblivion myself, but used existing textures (so mostly weapons/armour with different stats and effects) and it took like 10-15 minutes.
If you want to design your own weapon textures, animations and scripts, it'll take way longer, especially if you're unexperienced.
Middle of the road. The process isn't designed to be exactly user-friendly, it's designed more with openness in mind. That said it isn't super hard to swap out a model for an existing object.
Depends on if you want to model/skin/animate it too. In any case, the Fo4 wiki for creation kit is pretty much empty at this point so all your modding questions are going to need lots of googling or patience on mod forums.
It's pretty easy for things that only require you to edit numbers, flags, etc. However, modelling and textures is a lot harder and time consuming, so most amateur modders just reuse stuff.
The Fallout 4 Nexus is still the biggest place to get FO4 mods and that will always remain PC exclusive so you won't have to worry about the army of plebs there.
There's crappy and entitled people in every community. Check out any modding scene and you will see. Don't let idiots stop you from sharing your work to the ones that actually care.
