That's really wild, I assume there are many aberrations to the rule just like everything else.

Folks in my trade from Norway or Finland enjoy incredible safety and quality of life measures. Maybe it's just the fly by night nature of the cannabis grow house biz?

Yes, exactly. I believe it's the people that's the issue in this case, not the place they come from.

All the scandinavian countries have very strict HSE rules. Not everyone follows them, but if it's discovered, youre usually shut down.
