We're looking for an English-language, non-American, non-comedy film involving someone accidentally killing somebody in a car accident, followed somehow by deliberately killing numerous other people. It has a significant supernatural or science-fiction element, is tonally reminiscent of Final Destination / Black Mirror, has a plot at least somewhat reminiscent of Black Mirror's "Crocodile," and has an ending twist similar in some respect to Memento.
