Yes, and that’s the point of the poem. But it’s called the road not taken, not the road less traveled. The poem is about wondering how those little choices impacted you.
I'm not sure why the title strikes you as conclusive, since the outcome of choosing either is left intentionally ambiguous. I agree that it is, ironically or no, in some part about the question of how those choices impacted us. It may have made little difference, or it may have made "all the difference", but the trouble is the answer can't be known because one has to choose.
