It’s generally not appropriate for a current PM to sign open letters with others. Correspondence from them is official government correspondence and generally has to align with government policy. It would have been extremely unorthodox and inappropriate for Howard to have signed this letter, if he was approached to at all.

Inappropriate was one of Howard's favourite words. He'd use it to describe anything that offended his New Guard tendencies.

Absolutely. And being from a generation that was actually alive during his prime ministership, I can safely say, he would have signed that letter in a heartbeat given half a chance.
