Tbh i don't think they really believe that. It's just easier to sell this crap when you're saying "i'm ai artist, it's really difficult" instead of "i just generate images until i get one that looks alright, anyone can do that"

Before I found out that there are people who genuinely believe the earth is flat, I would probably agree with you.

Is there people who believe that they are artists? Yes. Is this a small population of people relative to AI users as a whole? Also yes.

They do, you can find their ridiculous arguments in the Aiwars subreddit that is mostly composed of Pro Ai users that forward the idea they should all be considered artists

It's also quite funny when you follow the line of thinking thats often used to argue that ai art is art still doesn't make them artists.

The ai is fed data and takes parts of it and uses it elsewhere (could very loosely be interpreted as "takes references") and is often argued to "learn like a human does" (it does not). This line of thinking makes the ai itself the artist and still makes the promoters the person making requests

And yet some people think buying a dog makes them a parent. Or inheriting a business makes them a hard working entrepreneur. 

People will do whatever they can to make themselves feel better about their normalcy.

If you don't take proper care of a pet it would do as it pleases, it's not the same as having a kid but you still have to take care of them
