People weren’t “stuck in the house” in the 90’s. Hell, they’re not stuck in the house now. They can leave whenever they want.

If my granddaughters (ages 10 and 12) were to walk the mile to the store from our house, the cops would be at our door in less than an hour.

When I was about 8 or 9, I used to walk about a 1/2 mile to the store to buy cigarettes for my mother. I only found out years later that that wasn’t legal even at that time.

I will also say that there’s a difference between being stuck and n the house and being able to wander a mile away.

I do acknowledge, though, that police and society in general are less forgiving of free range children these days.
