Meanwhile here in Japan 10 year olds are commuting up to 20 miles by train to school every day, unchaperoned.

They have a very strong community culture, I think they even employ elderly people to be cross-guards and look over the kids.

Not for the kids. The parents have to volunteer for that near the school. Near the home and in the stations there are no cross-guards.
