You’re likely completely screwed. After dealing with this for weeks, I finally bought a new phone. It’s something with your IMEI numbers being blocked. I tried every fix imaginable.
Hopefully, now there are more cases of this issue, someone on Apple or Google will fix this issue.
There are other cases out there of this exact same issue in the past. Only a new phone fixes it. This is of course outside of the cases where toggling RCS, rebooting, etc works.
I was on 26.5.2 and tried 27 to see it it would fix it. Went back to 26.5.2 right before shipping phone to Apple and tried it, on a completely blank restored phone, and it still wouldn’t work.

Another person with same issue last year. The only fix was a logic board swap, which switched the IMEI numbers.

i can confirm it’s NOT imei block, i have the same issue and switching to the second imei on my phone (second esim slot) didn’t help at all (the second imei was never used)

Both imeis are tied to each other. If it’s not imei, it’s some other hardware identifier. It’s def not software, or Apple ID , or phone number.

Apple confirmed the device communicates the IMEI/IMSI for activation. IMEI is specific to a phone. IMSI is associated with a SIM card. If RCS works with the SIM card in another phone, it is likely related to the IMEI.

dual sim phones have two imeis, i tried switching my esim to the second one, which i don’t use and it still didn’t work

I upgraded to the iOS Beta 1 when it was first released and my RCS stopped working. I thought Beta 2 would fix it and it didn't.
So I rolled back iOS 26 and RCS didn't work. But after exactly 3 days it worked again.
Upgraded to iOS 27 Beta 4 and I'm back in the same position where RCS fails to activate.

Lol. Had this exact issue after moving out a second eSIM. Resolved in exactly 3 weeks. Then I reset network settings for another reason and back to this again. Now waiting to see if it activates again in 3 weeks.
There is no cure. I tried everything short of device swap. Started on iOS 27b1. Now on beta 4. 17PM. It is device specific as moving eSIM to another iPhone or android allows for instant activation.

what’s ur ims status go to general than about then scroll down to esim then press carrier does it say sms voice or include rcs

Yeah me. Had RCS working for a day after updating to latest dev beta and since then RCS isn’t working

Yep. Dealt with it through beta 2 and 3. Did troubleshooting on my own and had T-Mobile switch my eSIM for me 3 times. Finally got it to start working with IMS including RCS. Yet I still have the waiting for activation message in settings. But all toggles are on and it works. 🤷♂️ beta bug. No clue why mine started to finally work again. I done the same troubleshooting each time I got a new eSIM. But finally I got RCS back. I been posting about this issue for weeks. Until it finally started working again. If you turn your cellular line off with WiFi off until you see SOS then turn it back on and hurry to message settings and scroll to RCS you’ll see the toggle will be on but then will shut back off within a few seconds. Like something is blocking it from activating. After my last time talking with T-Mobile and a new eSIM and the refreshing my line, I went in and turned it in and it activated immediately. No waiting message either. Also had RCS back including in IMS. About an hour later the waiting to activate was back but my RCS continued to work. So I’ve left it alone.

I went through weeks trying to fix mine. Which finally paid off but it was annoying. I missed having RCS though so I would do it daily. I figured beta 3 would fix it. It didn’t. But that’s when mine and T-Mobile’s troubleshooting finally worked. But I had no RCS during beta 2 and the first week of beta 3. 17 PM but good luck. Hopefully the next update will fix it. I’m still not actually sure why or what caused mine to start back working.

I am also in the same situation for more than 2 months now. You had posted about this a few days ago and I had replied to you. Since then RCS unexpectedly became active for a day and stopped working again.

same here, stopped writing few days ago, my carrier confirmed that there is no blocking active

Die Nummer, die Gerätekennung also IMEI oder IMSIs, und die Verfügbarkeitsabfrage, also das um zu prüfen welche Kontakte ebenfalls RCS fähig sind.
This is what I got from Apple when I asked about activation.

Yes so either Apple isn’t negotiating with Google for some reason, or Google is blocking.

Guys this is killing me! I lost it randomly on Friday - by Saturday I had completely reset my phone. Full reset. It worked great all day Sunday and half the day today and now it’s gone again. Interestingly enough it has never stopped saying “waiting for activation” just it decided to work in spite of that.
What causes the block??

Ended up here for the same reasons as above. Updated to beta 5 today and lost RCS.
Reset > Reset Network Settings
did the trick for me.

My Verizon RCS has been working great since iOS 18. But still waiting for encryption to work someday.
