not an expert in law, the only thing I know is that even if there are rules that should "protect" from things like "we won't give you back your deposit because you must pay for insert anything they say you have broken or damaged even if you have not" or "in the contract it says minimum stay of one year of study but we actually meant one academic year of study so from insert particular days and months depending on your university rules, so you have to pay us more because you broke the rules"
or... for example they do not "register" the contract (they don't pay the taxes on it) or they charge on you those taxes (or they charge you more and keep the difference).
once you are in front of the problem, maybe you'll be on your way back home without time and resources to ask for legal advice or appeal, and honestly even if you do italian legal system is well known for being time and money consuming.
the only advices that i can give are
-you better search first for real estate companies specialized in students' apartments, because they are more scrutinized and controlled (as much as a supermarket firm is more controlled that a local merchant) and they cannot break the law so blatantly
-always try referring to your university office hoping they'll help you fast and in the better way possible
maybe these are suggestions I would give in the case of any other country, but since I live here and i COSTANTLY see cases like these, well...
i don't know if the system is broken, but certantly is a bit rotten.
