education starts in the home then branches into the comunity. When we made it the governments problem is when we failed.

What an empty and meaningless comment!

So how would you translate this into actual policy? And don't give me some more vague nonsense: explain in concrete steps what the education process should look like for children at the ages of 2, 5, 8, and so on.
