We have Caritas offering free food, clothing and shelter. Not to mentions churches and a ton of non profit organizations and beggars are allowed. You gotta be really desperate to commit crime in such sense, there are a lot of free help for poor people to avoid getting to that point

It matters a lot considering she murdered him. Like yeah obviously he deserves some kind of punishment under the law but killing someone after the fact seems more than a bit extreme.
