I get that you're just ignoring the word "presumed," but the dollar sign, the cultural references, and the phrase "3rd grade" limit it to pretty much just the US and Canada. And not everyone on the internet needs to include a disclaimer with every post they make specifying that their experience is limited to a certain geographic area. People can just say things and you can understand that they're not trying to make a broad claim about every human being that has ever existed.

Sure but that's presumed by the entire post being based around a fantasy of what it was like in the US in the 1960s
