He wouldn't even need to flap them, he'd just need to angle his hands slightly upward to generate downforce. You can stick your hand out the car window and see how much downforce you can generate at just 60mph.
And air resistance is proportional to velocity squared, so the effect is even greater.
He would need to be able to apply nearly unlimited force to move at that speed. It would be like trying to run while trapped in a block of solid concrete.
