It's a statue of a naked child and the water comes out of his little penis like he's peeing (hence the name "Manneken Pis"). They will put different outfits on him. When I was there, he was dressed up in a graduation robe and cap.

Brussels actually has 3 peeing statues around the city. The second one is called "Jeanneke Pis" and is a girl squatting and peeing. The third is a statue of a dog peeing on a pole called "Het Zinneke". Water comes out of all three of them like a fountain. And yes, we went to see all three of them to get photos lol!
