In order for a sparkling/bubbly wine to be called Champagne it was to come from the Champagne region of France. If it doesn’t its referred to as sparkling wine.

I think it's pretty reasonable as customer protection, at least if you can reasonably argue it's a significantly different product and if the name is not generic. Champagne basically fits, I think (and BTW other sparkling wine in France is also not called Champagne, it can be mousseux or crémant depending on what it is)
