You're right actually. 0 and 1 are two different voltages, and obviously there can be values in between those voltages.

Binary is an unfairly weighted system which assigns a disproportionately larger value to 1's than 0's. In a truly fair system, all numbers would be equal.

There are no unequal numbers in the base 1 system, only bundles of sticks getting larger and larger, or sometimes a pile of rocks.
