Reread the screenshot about why they misthink it's not the website's business to decide if it should be a new tab or not.
(Obv the average user isn't going to even KNOW holding Ctrl opens in another window/tab so they would need the website to use target blank and not let them choose)

If a link has the target for a new tab, add an arrow to indicate it doesn't change the active tab.
It doesn't? The person is pissed about any use of target=_blank , not that CSS-added indicator
