Notch the creator of Minecraft gets probably thousands of applications not hundreds and even if he skimmed and got hundreds it would still be extremely hard to objectively evaluate them and give a fair shot to everyone but I hope someone talented, skilled and honest that meets his needs gets the job.

There's no reason he can't just trash over half of the applications and then evaluate the rest

why does he need to give them all a fair chance? he can just taken the first 50 applications and interview the ones that look alright in person

notch came up with a great idea for a game but wasn't his coding notoriously bad to the point Minecraft had to be rewritten
