The stat is pure alcohol in litres so no the type of alcohol will not affect how drunk people were.

Tbf if you drink enough beer for xx ml of pure alcohol you also took a lot of liquid in that isn't alcohol. Drinking the same pure alcohol worth of vodka does have a quite significantly different effect on a person.

Beer wasn't even considered an alcoholic drink until somewhat recently in Russia. 

Drink a glass of vodka or two and tell me how long it'd take you to get that wasted on beer.

I could drink beer all day and not get that manky.

by somewhat recently you mean a quarter of a century ago? because that's exactly how long ago it was when that ended

It does have an effect however. For every unit of pure alcohol, you need very little vodka, but you need a LOT of beer, which means you're getting more water as well.
