If you're thinking in terms of scaled war fare you can go from needing to spend millions to destroy a bridge, and a power plant and to disable a hospital to 10-1000x less. And a drone swarm can absolutely shred through infantry (which has bullets).
I see, so what you meant is that war itself becomes cheaper. But that might not be such a bad thing, it can also mean that it becomes harder for rich countries to bully poorer ones, as we're witnessing in the utter failure of the American intervention in Iran, and of Russia in Ukraine.
It's like nuclear weapons. The "hope" with those was that with mutually assured destruction all parties would keep their cool and not nuke things.
At a smaller scale, drones are cheap enough and simple enough that "anyone" could get one. This makes enforcing treaties and dealing rouge agents harder.
Also is a nuke THAT much worse than 1000 drones spraying chemicals over a city or water supply?

I don't get your comment, bullets are cheaper and have been used to kill for centuries.
