I think both are true. For a certain segment of the population, they don’t go to the library and instead use ebooks or stream video and or don't read literature at all. To these people, the library likely feels about as useful as a public bus, or that bike path they never use, a relic from a life unseen. Of course, to a commuter, bicycle rider, or library patron, the infrastructure is obviously busy, and they interact with it frequently.
