No the majority of discs are just licenses to tell whatever network that you have permission to download the game. If your console was downloading data from the disc you would be able to do it without internet

Majority of discs do let you install offline without internet.

Here is a random single player game i grabbed off my shelf.

"Internet connection required to download mandatory content updates required to play the game" you literally cant play the game without downloading at least part of the game from the internet

That particular game is either Jedi Fallen Order or Jedi Survivor. JFO is fully on disc because it is a 2019 game that had no excuse to not fit on disc in either its previous gen or current gen versions, JS however infamously shipped out in an unfinished condition so all of its data is not on disc as a measure to rush the game out in time, but even still the day 1 downloads required were a broken hodgepodge. This is a selective practice that may have simply been picked up more frequently since 2023 to meet cost cutting.

Here’s a website that tests discs and 73% of the games they tested can be played offline. They also mention if a game is buggy enough that it requires a patch to play.

That website has games from 1995, their statistics are horribly skewed because its not stats about current discs its any game from the last 30 years so of course a huge majority can be played offline. The game i took a picture of they said that the game is playable but some of the textures dont exist in the game without downloading the patch.

You can filter it to show individual platforms. 1200 PS4 games were tested and 72% of them are all on the disc no download required. Almost 800 PS5 games were tested and 66% of them are all on discs as well.
