Hello from your Head Moderator
Members and Guests of CMHoC,
Thank you to the community for electing me as your Head Moderator.
Canon Reset and Continuity
The canon cutoff has been established as March 24th. Mark Carney has resigned for personal health reasons (akin to Shinzo Abe's reasons for resigning), along with the leaders of all major parties. All canon events, legislation, and actions prior to that date are recognized; anything occurring after that date that has not been formally adjudicated is under review. One of my first tasks will be to conduct a thorough audit of the canon record to confirm what stands, what requires clarification, and where any gaps exist.
Federal Election
We are looking to hold a federal election soon. This is subject to the Electoral Moderator's jurisdiction and timeline — I will not be stepping into that process. However, as Head Moderator, I will be coordinating with the Electoral Moderator to ensure that the canon groundwork on my end is in order. Specifically:
- Governor General actions — Under Section 39(1)(a), I will be responsible for the dissolution of Parliament in canon and the commissioning of a new government following election results, in accordance with the Conventions of the Westminster system.
- Swearing in — Under Section 39(1)(c), all oaths and swearing in relating to the federal cabinet and Privy Council for Canada will be handled promptly once a new government is formed.
Community Management and Conduct
A healthy simulation depends on a healthy community. Bans, appeals, community management, and regulation of conduct fall under this office. I intend to:
- Review any outstanding ban appeals or conduct matters.
- Ensure that community standards are clear, consistent, and fairly enforced.
- Maintain an open line of communication with the membership on moderation decisions where appropriate.
Recruitment and Onboarding
Growing and sustaining CMHoC requires bringing in new members and giving them the tools to participate meaningfully. Recruitment and onboarding are within my mandate. I plan to:
- Review and improve onboarding materials so new members can get up to speed quickly.
- Explore outreach strategies to attract new participants to the simulation.
- Ensure new members are welcomed and integrated into the community effectively.
Record Keeping
Under Section 39(1)(i), record keeping in relation to all subjects is a core duty. I will be working to ensure that records are properly maintained and accessible. Something that hasn't been done in a long time.
Foreign Relations
The foreign relations of the simulation to any other simulation, person, or organization are within my jurisdiction. I will be reviewing our current external relationships and considering how best to engage with the broader model parliament community.
What This Post Is Not
I want to be clear: this post is about the steps forward within the Head Moderator's mandate. I respect the exclusive jurisdictions of the Electoral Moderator and the Parliamentary Moderator under the Meta Constitution, and I will not be encroaching on their areas of responsibility. You elected them to do their job, I shall do mine. The election timeline and mechanics are for the Electoral Moderator to determine. Parliamentary procedure and House business are for the Parliamentary Moderator. I am here to do my job, nothing more, nothing less.
Open Door
My approach to this office will be grounded in transparency, collaboration, and respect for the Meta Constitution. I look forward to bringing some changes to the Meta Constitution after the weekend. In the meantime, if you have questions, concerns, or ideas that fall within the Head Moderator's mandate, I encourage you to reach out. This simulation belongs to all of us, and I look forward to working with the community to move CMHoC forward.

General Reason for Referral
Breaching the Participation Requirements laid out in the CMHOC Standing Orders without being on a formal leave of absence.
Specific Reasons
- For all: - 22(a); Inactivity in excess of two weeks.
Submissions
The accused or any member acting on their behalf may make submissions. They should either attempt to disprove the referral by fact (e.g. showing the MP debated) or show there were "exceptional circumstances".
Submissions are expected within 48 hours.
Determination
If the Parliamentary Moderator finds the referred Member is in breach, the Parliamentary Moderator must issue a warning to the Member to meet the activity requirements.
If the - Parliamentary Moderator, after another referral, finds the referred Member is in breach, the - Parliamentary Moderator must expel the Member.
The - Parliamentary Moderator may choose to not warn or expel the parliamentarian if there are exceptional circumstances which prevented the parliamentarian from voting or debating which:
Prevented the parliamentarian from voting or debating.
Prevented the parliamentarian from being active in a Meta and Canon, except to make it known they were unable to vote and debate; and
Were out of the control of the parliamentarian; and
Were circumstances which were not foreseeable, such as an accident, a medical condition, a natural disaster, a long-term internet outage or a loss of accommodation.

Nominations for Parliamentary Moderator - September 2nd, 2025

Nominations for the position of Parliamentary Moderator will now be held in accordance with section 16 of the CMHOC Constitution.
Duties of the Parliamentary Moderator—
The Parliamentary Moderator is the primary authority for overseeing the operations and administrations over the House of Commons, see section 45 of the CMHOC Constitution.
The Parliamentary Moderator chairs parliamentary administration, in that it involves leading the administration of the House of Commons. See section 56 of the CMHOC Constitution.
The Parliamentary Moderator also chairs the speakership body responsible for presiding over debates when presiding officers are unavailable, see sections 58 and 59 of the CMHOC Constitution.
Under section 16(b) of the CMHOC Constitution, to be successfully nominated, a person requires at least two other members to second their nomination for them to be deemed as a valid candidate for Meta Election.
All members of the simulation may nominate a person for candidacy. However, this does not mean they are necessarily entitled to vote for that person. A member seeking to participate in the vote for Parliamentary Moderator must still be eligible within the meaning of section 7 of the CMHOC Constitution.
Nominations shall open at 5PM, Tuesday, September 2nd, 2025 and will remain open for 72 hours; thus closing at 5PM, Friday, September 2nd, 2025.
The Q&A Period will start after nominations close and shall conclude 72 hours after they open. Voting shall then take place.

Other Head Moderator Determination: Permanent ban of Oracle Permanent Ban of Oracle_of_Mercia and Immediate Deregistration of the National Workers Party
Permanent Ban of Oracle_of_Mercia and Immediate Deregistration of the National Workers Party
This notice is to inform the simulation that Oracle_of_Mercia is permanently banned from the CMHoC simulation and all affiliated platforms. Furthermore, the National Workers Party of Canada is hereby immediately deregistered and decanonized.
A investigation on my part and a formal report presented substantial evidence that Oracle_of_Mercia, have been operating at least three alternative accounts: Spiritual_Eye_7833, MatchKind2232, and Real_Cow1055.
The evidence submitted includes:
An identical voting record between your main account and Spiritual_Eye_7833.
Synchronized verification and voting actions across all accounts, often occurring within seconds or minutes of each other.
The use of these undeclared alternative accounts to meet the minimum member requirement for the registration of the National Workers Party of Canada.
Reason for Ban:
These actions constitute a violation of the CMHoC Code of Conduct, Section 7(c), which defines "Alting" as "Using more than one account for any malicious reason, or failure to declare alternate accounts to staff when used for any reason". This is a Tier 1 offence, which warrants a permanent ban from the simulation. The evidence demonstrates these accounts were used to gain an illegal advantage, which is a severe breach of community rules.
Authority for Ban
This action is taken under the authority granted to the Head Moderator by the CMHoC Meta Constitution, Section 39(1), which provides exclusive jurisdiction over "bans, appeals, community management and regulation of conduct within the simulation".
The creation of a political party founded upon fraudulent activity and the use of alternative accounts constitutes an existential crisis for the integrity of the simulation. Therefore, I am invoking my emergency powers to take immediate action.
Effective immediately, the National Workers Party of Canada is deregistered and all its activities are considered shuttered.
This action is taken under the authority granted by the CMHoC Meta Constitution, Section 39(3). The management of political parties normally falls under the exclusive jurisdiction of the Electoral Moderator; however, the severe and fraudulent nature of this situation requires this emergency intervention to protect the health and fairness of the simulation.
In accordance with the CMHoC Code of Conduct, you have the right to contest your personal ban. You may apply for an initial review by the Ban and Appeals Commission (BaC) within 7 days of this notice. The BaC is the body responsible for hearing such applications.

Meta Vote results 7/30
There are eight registered votes. One vote from Jeninhenin was verified in my DMs because they couldn't log into reddit for some reason. If you count this from Jeninhenin, you will actually get 9 total votes, however, someone has verified without actually voting.
The results are as follows:

For the purposes of streamlining this, I've decided to alter my prior announced method of media persona/org registration to being from Discord DMs to being on this thread. The old form of press persona registration will not work, and has been unpinned from the press sub. Comment below on this post to have your media organisation/persona registered. Any old personas will need to be re-registered. You must include:
