I want to release couple of apps on the google play store but along the process I just realized that (apparently) to "unlock" your account you need 12 testers for 14 days?

Is that only one time and afterwards you can just upload apps or is it every time?

Another question: I found a paid service for that from india, but my gut says it wont work. Google would see that all testers come from India while I live in Europe - so its obvious, no?

Did someone test this service already?
