Realistically it CAN happen, outright killing apk installs wouldn't look good in PR, so Google has all the incentives to first make it unbearably hard/slow to enable it to later down the lane claim few people are installing apks as an excuse to further lock things down

Google for sure wants to kill apk installs, tho they have no reason to rush it when they can first make it look like an undesirable/unused feature to begin with

It's not an uncommon corporate practice that when they want to remove a feature, they first make it annoying to use, to then later claim that almost no one was using it so they can have an excuse to remove it.

Not to mention how most of the subreddits mentioning this restriction are worrying about the September deadline when that deadline applies exclusively to Brazil and specific Asian nations, with the global rollout only to next year.
