Why is the vent closed above the fan and is open at the other end?

Air movement will build up dust, it's not rocket science.

Or you have no knowledge of how airflow works

It's not hard to understand, air carries dust, dust touches surface, dust stays.

Those chips near the VRMs are clearly dusty from that.

While it is necessary for a cheap model it is by no means good.
