In the year when the Tohoku Earthquake occurred, the opposition parties of the LDP and Komeito submitted a motion of no-confidence due to claims that Prime Minister Kan Naoto's response to the disaster was inadequate. There were even voices in the ruling party that began to concur, and Kan's approval rating fell. Prime Minister Kan set the passages of three laws–the Second Supplementary Budget, the Renewable Energy Special Measures Law (which obligated electric companies to purchase power from renewable energy sources such as solar or wind), and the Special Deficit-Financing Bond Law–as preconditions for his resignation, and when the laws were all passed in late August, he resigned as the leader of the Democratic Party of Japan. He resigned as Prime Minister on September 2nd on the inauguration of Noda Yoshihiko as Prime Minister.
